Strategic advisor to the Taskar Center for Accessible Technology's OS-Connect / WayKeeper initiative: a statewide, legislature-funded pedestrian-accessibility dataset (500K+ sidewalks, crossings, and curb ramps). Supported product/brand strategy to unify AccessMap, Walksheds, and Scout Route into one coherent system, and legislative funding advocacy for the 2027-29 biennium.

Developed Johns Hopkins' fleet electrification strategy and EV roadmap, extending NUC's campus fleet-electrification playbook (developed at Princeton and NYU) to JHU's institutional fleet, plus transit network redesign expertise integrated with parking and TDM planning.

Developed OHSU's 10-year TDM Plan (adopted 2017, 5-year update in 2023) as subconsultant to prime consultant Nelson\Nygaard: a 30% employee drive-alone target by 2028, backed by 34 recommendations. Directly informed the wage-based daily parking pricing program, the Luum commute platform, subsidized carpooling via Scoop, and the Lyft Off shift-worker partnership — OHSU's wage-based parking system won IPMI's 2022 Award of Merit for Innovation.

Led SEA MOVES: a commute program for Seattle-Tacoma International Airport's thousands of employees. Phase 1 (with subconsultant Nelson\Nygaard) evaluated a Transportation Management Association and built an Action Plan; phase 2 developed transit-pass, carpool, and active-transportation programs, prioritizing lower-wage airport workers. Led to a Port Commission order funding a worker transit-pass program.
